The House has released its breakdown of higher education cuts and appropriations.

Some percentages appear to differ from previous estimates, and some of that is due to differences in what people are measuring.

After a discussion or two with folks in the system, here's how much the House appears to be cutting from what it's spending this year. So these are actual cuts.

The main areas:

Higher education as a whole: -10.9 percent

Minnesota State Colleges and Universities (MnSCU) system: -13.3 percent

University of Minnesota: -13.3 percent

State Office of Higher Ed: -15.4 percent in administration

Financial aid overall: +6.1 percent

  • State Grant Program (the main source of state financial aid): +11.9 percent (*State officials say this basically meets the growing demand.)

  • Other financial aid: -20.7 percent

Student academic support programs: -15.4 percent

If you were to measure the appropriations against the "base" funding -- the higher level at which the state was normally supposed to fund those elements --the cuts and appropriations look like this:

Higher education as a whole: -14.1 percent

Minnesota State Colleges and Universities (MnSCU) system: -16.1 percent

University of Minnesota: -17.8 percent

State Office of Higher Ed: -15 percent in administration

Financial aid overall: +7.2 percent

  • State Grant Program (the main source of financial aid): +11.9 percent (*State officials say this basically meets the growing demand.)

  • Other financial aid: -15.9 percent

Student academic support programs: -16.5 percent
